Evanston Development Cooperative (EDC) is a worker-owned cooperative providing design-build services in Evanston, IL, with a focus on construction of accessory dwelling units (ADUs) or “coach houses”. EDC was launched in 2018 with a vision of building affordable, sustainable housing, while at the same time creating worker-ownership opportunities for local building trades workers.
Shortly before EDC’s founding, the City of Evanston opened public comment about modifying its zoning code to more widely permit construction of ADUs on single-family lots, joining many other municipalities across the U.S. that have recently explored ADUs as one tool to create more affordable housing. EDC actively advocated for these changes, which were approved and implemented in September 2020. EDC markets itself to homeowners and affordable housing organizations to serve as architect and general contractor for ADU projects.
EDC is intentional about social impact on several levels. Its founders envision ADUs as a more affordable housing option for Evanston residents, to counterbalance the city’s rising housing prices. EDC emphasizes green building techniques, using high-quality and energy efficient materials. And it is committed to paying a living wage and creating worker-ownership opportunities for its trade workers, including subcontractors, who will be eligible for Class A membership in addition to full-time employees.
